It used to be independent, to my knowledge, pero now parang supported by NEDA na din so that's kind of a red flag right? Lol
Also, read the short story collection I linked to! Lies All Lies. Galing. Made me miss our MFA classes a bit (heard of the author first through a professor of ours)

What you wrote about the DMW rings true for me based on my past experience of working abroad. The policies serve the government, not the people. It's like entering a maze at your own risk.
